What is a BID?

A BID (Business Improvement District) is a way for businesses in a town centre to work together and fund improvements to their local area. The money is collected through something called a BID levy, which is a small additional charge based on a business’ rateable value. That money is then used for things that benefit the whole town; from events and decorations to marketing, safety or anything else local businesses agree is a priority.

Dorking’s BID is managed through Hello Dorking; the name we use for everything the BID delivers. We support businesses, help promote the town and work on projects that make Dorking a more vibrant place to live, work and visit.

What does the BID pay for?

Each BID decides what to focus on, based on what local businesses think is most important. In Dorking, the levy helps fund:

  • Town events and seasonal activities
  • Marketing and promotion of Dorking
  • Town centre improvements and street projects
  • Safety initiatives
  • Business support and training
  • Community engagement

Notably, the BID levy money is ring-fenced to be spent only on projects that are directly linked to the town centre BID area.

Who runs the BID?

The BID is led by a volunteer board made up of people who run or work in businesses here. We also have a small delivery team who handle the day-to-day work. Everything we do is shaped by feedback from the local business community.

How long does it run?

BIDs operate in five-year terms. At the end of each term, a renewal ballot is held. If the majority of businesses vote yes, the BID continues. If not, it ends. Dorking’s BID was last renewed by ballot in 2022 with strong support.

Who pays the BID levy?

All businesses within the defined BID area who have a rateable value above a certain threshold contribute. It’s a legal arrangement and the amount each business pays is based on their rateable value. If you’re a levy payer, you’re automatically part of the BID but how involved you get is up to you.
